Closing Implementation Gaps

Many African signatory states face real gaps between what the Chemical Weapons Convention and Biological Weapons Convention require and what national systems can currently deliver. This program identifies those gaps precisely and builds the technical and legislative capacity to close them.

We work with health, agriculture, and security ministries to strengthen biosecurity governance and oversight of dual-use research, treating chemical and biological threats as a shared institutional responsibility rather than a purely military one.
